Only by reciting Bismillah Salah will not be Jayez (جائز) permissible:

ولم تجز الصلاة بها

“Salah will not be Jayez only with Bismillah. (Because it is part of an Ayah of Surah An-Naamal, not a complete  Ayah).” (Ref.1)

It means –if anyone recites Bismillah(بسم الله الرحمن الرحيم), his Salah will be as cancelled ,because Bismillah is not a complete Ayah of the Quran. It’s a part of Ayah of Surah An-Naml. To recite a complete Ayah of the Quran is a Fard of Salah.

Bismillah is the source of Barakah:

Imadud Deen Abul Fida Ismail Ibnul Khatib Abi Hafs Umar Ibn Kathir Al-Basrawi described in his Tafsir:

وروى بإسناده عن عبد الكبير بن المعافى بن عمران عن أبيه عن عمر بن ذر عن عطاء بن أبى رباح عن جابر بن عبد الله قال : لما نزل "بسم الله الرحمان الرحيم" هرب الغيم إلى المشرق وسكنت الرياح وهاج البحر وأصغت البهائم بأذانها ورجمت الشياطين من السماء وحلف الله بعزته وجلاله ألا يسمى إسمه على شئ إلا بارك فيه

Ibn Kathir said : Ibn Marduwiah narrated with his chain of narration on the authority of Abdul Kabir Ibnul Ma’fi Ibn Imran ,who reported from his father on the authority of Umar Ibn Zar,on the authority of Ata Ibn abi Ribah from Jabir Ibn Abdillah ,he said: When Bismillah "بسم الله الرحمان الرحيم" was revealed, the cloud went away to the East, the wind calmed down , the sea became rough (The waves of the sea became high), the beasts listened with their ears, the Satans were stoned from the sky and Allah  swore by His glory and majesty that if Allah’s name is mentioned on anything, He will give Barakah in it (He will bless it).

وقد روى إبن مردوية من حديث يزيد إبن خالد عن سليمان إبن بريدة وفى رواية عن عبد الكريم أبى أمية عن إبن بريدة عن أبيه أن رسول الله صلى الله عليه وسلم قال : أنزلت علي أية لم تنزل على نبى غير سليمان بن داؤد وغيرى وهى بسم الله الرحمان الرحيم وقال وقيع عن الأعمش عن أبى وائل عن إبن مسعود قال من أراد أن ينجيه الله من الزبانية التسعة عشر فليقرأ بسم الله الرحمان الرحيم فيجعل الله من كل حرف منها جنة من كل واحد  

 Ibn Kathir said: Ibn Mardawayh narrated from the Hadith of Yazid ibn Khalid from Sulayman Ibn Buraidah, and in another narration from Abdul Karim Abu Umayyah from Ibn Buraidah from his father that Allah’s Rasul (Sm.) said: An Ayat was revealed to me that was not revealed to any Nabi other than Sulayman Ibn Dawud and me, and it is: بسم الله الرحمان الرحيم In the name ofAllah, the Most Gracious, the Most Merciful. Waqee’ said from Al-A’mash from Abu Wa’il from Ibn Mas’ud, he said: Whoever wants that Allah will save him from the nineteen guards of Jahannam , let him recite: بسم الله الرحمان الرحيم In the name of Allah , the Most Gracious, the Most Merciful, and Allah will make for every letter of it a shield from each one. Allah’s Rasul (Sm.) put بسم الله الرحمان الرحيم at the beginning of every Surah. Regarding this Abul Qasem Sulayman Ibn Ahmad Ibn Ayyub Ibn Mutayyir Al-Lakhmi Ash-Shami At –Tabarani described a Hadith in his book

ألمعجم الأوسط للطبرانى ,page -724 :                                                                                                    

 حدثنا الحسين بن جعفر القتات الكوفى قال نا إسماعيل بن محمد الطلحى قال نا داؤد بن عطاء المدنى عن موسى بن عقبة عن نافع عن بن عمر قال قال رسول الله صلى الله عليه وسلم إن جبريل إذا جاء بالوحى فإن أول ما يلقى على  بسم الله الرحمان الرحيم  لم يروه عن موسى بن عقبة إلا داؤدبن عطاء

Al-Husayn bin Jafar al-Qattat al-Kufi told us, he said: Ismail Ibn Muhammad At-Talhi told us, he said:  Dawud Ibn Ata al-Madani told us, on the authority of Musa Ibn Uqba, on the authority of Nafi. , on the authority of Ibn Umar, who said: Allah’s Rasul (Sm) said: When Gibril (A.S.) comes with Wahi (Revelation), the first thing that was conveyed to me was بسم الله الرحمان الرحيم ““In the name of Allah, the Most Gracious, and the Most Merciful.” No one narrated this Hadith on the authority of Musa Ibn Uqbah except Dawud Ibn Ata. (Volume-2, Hadith number 3480)

The rule of reciting Bismillah in Wadu:

والأصح أنها مستحبة

Burhanuddin Abul Hasan Ali Ibn Abi Bakr Al-Marginani said: The most correct opinion is that reciting Bismillah at the beginning of Wadu is Mustahab. (Ref.3)
